However, this has now changed. From 21 May 2026, Regulation (EU) 2024\/1157 will come into force. It introduces mandatory digitisation of documents via the DIWASS (Digital Waste Shipment System). Commission\u2019s central IT system. It facilitates the electronic circulation of information and documents in cross-border waste shipment (TPO) procedures. In other words, it replaces the paper-based circulation of documents with online data exchange.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, use of the system is mandatory. Consequently, without an account in the system, the legal cross-border transport of waste is no longer possible.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Paper documents before and after DIWASS<\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Area<\/th><th>Before DIWASS (paper)<\/th><th>After DIWASS (digital)<\/th><\/tr><\/thead><tbody><tr><td>Format of documents<\/td><td>Paper forms and printouts<\/td><td>Electronic notifications in the EU system<\/td><\/tr><tr><td>Information flow<\/td><td>Post, fax, handwritten signatures<\/td><td>Online data exchange<\/td><\/tr><tr><td>Notifications<\/td><td>Applications submitted separately in each country<\/td><td>A single procedure at DIWASS<\/td><\/tr><tr><td>Control<\/td><td>Verification of documents during transport<\/td><td>Real-time access to data by the authorities<\/td><\/tr><tr><td>Risk of errors<\/td><td>Lost or incomplete documents<\/td><td>Data validation and a complete history of the procedure<\/td><\/tr><tr><td>Legal basis<\/td><td>Regulation (EC) No 1013\/2006<\/td><td>Regulation (EU) 2024\/1157<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">The benefits of digitisation<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Standardisation of procedures<\/strong> \u2013 Firstly, a single platform for all participants in the process across the EU.<\/li>\n\n\n\n<li><strong>Transparency and traceability<\/strong> \u2013 the entire procedure takes place in one place, from the application right through to confirmation that the waste has been processed.<\/li>\n\n\n\n<li><strong>Faster paperwork<\/strong> \u2013 better coordination between the customer, the carrier and the authorities.<\/li>\n\n\n\n<li><strong>Keeping documents in order<\/strong> \u2013 this significantly reduces the risk of documents getting lost in transit.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Disadvantages and challenges<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Registration is compulsory<\/strong> \u2013 First and foremost, you will need, amongst other things, an EU Login account, as well as staff training.<\/li>\n\n\n\n<li><strong>Risk of penalties<\/strong> \u2013 an incorrect or incomplete declaration may result in fines. For example, <a href=\"https:\/\/odpadytransport.pl\/diwass\/\" target=\"_blank\" rel=\"noreferrer noopener\">ITD inspections had already resulted in fines<\/a> around 10,000 z\u0142 for failing to produce the necessary documents.<\/li>\n\n\n\n<li><strong>Gradual implementation<\/strong> \u2013 In the first phase, the system will mainly involve notifications. Paper is giving way to a digital system. It is worth bearing in mind, however, that DIWASS does not replace national waste registers (e.g. Poland\u2019s BDO). It merely supplements them at European level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, domestic waste transport continues to be governed by national legislation. Consequently, paper documents will not disappear overnight from the waste management sector as a whole.
