How to obtain a waste transport permit quickly and without unnecessary formalities?
Any entrepreneur who undertakes waste transport must hold the necessary permits. These are valid for both national and international transport. The issue of permitting cross-border waste shipments, as well as the organisation of the shipments themselves, is regulated by a number of documents. These include both national and international regulations:
- Regulation (EC) No 1013/2006 of the European Parliament and of the Council of 14 June 2006 on shipments of waste,
- Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal,
- Regulation of the Minister of the Environment of 7 October 2016 on specific requirements for waste transport.
With such serious restrictions and legal complexities, it is important for the transport company to be 100 per cent sure that it is operating within the letter of the law and that its permit for the country in question is complete and operational.
Where to obtain a waste transport permit?
After 2018, a permit to transport waste in Poland shall only be obtained on the basis of a entry in the BDO register (Waste Database). Registration in this system is currently necessary for waste transport activities. It is worth mentioning that, as of 1 January 2020, the relevant applications are only submitted electronically. The decision to register a given entity and assign it a registration number rests with the marshal of the relevant voivodship. He or she has 30 days to issue it. On the other hand, the institution that controls cross-border transport of waste is the Chief Inspectorate for Environmental Protection.
Obtaining permits to transport waste outside Poland also requires familiarisation with the jurisdiction of the country concerned. Some European countries respect permits granted in Poland. Others, however, issue permits on their own. However, each country has its own extensive administrative and formal procedures, which usually require the haulier to prepare an application and additional documentation.
How do I complete the required documents quickly and efficiently?
For a long time now, economists in Poland have noticed a growing trend towards outsourcing this type of work (outsourcing).
