Changes to SENT from 28 October 2026 – which types of waste do you not need to declare when transporting them?

From 28 October 2026, changes to the SENT system will come into force, which will reduce the obligation to report shipments of metal waste. The new regulations exempt 19 types of waste from monitoring, including iron scrap, steel, aluminium and copper. What does this mean for hauliers?
Changes to SENT declarations from 28 October 2026 – full list of codes
New regulations abolish the obligation to register SENT notifications for shipments of 19 types of metal waste, as specified in the current waste catalogue.
The exclusion covers the following codes:
| WASTE CODE | DESCRIPTION OF WASTE |
|---|---|
| 02 01 10 | Metal waste |
| 12 01 01 | Waste from the turning and sawing of iron and its alloys |
| 12 01 03 | Waste from the turning and sawing of non-ferrous metals |
| 15 01 04 | Metal packaging |
| 16 01 17 | Ferrous metals |
| 16 01 18 | Non-ferrous metals |
| 17 04 01 | Copper, bronze, brass |
| 17 04 02 | Aluminium |
| 17 04 03 | Lead |
| 17 04 04 | Zinc |
| 17 04 05 | Iron and steel |
| 17 04 06 | Tin |
| 17 04 07 | Mixtures of metals |
| 19 01 02 | Iron scrap removed from furnace ash |
| 19 10 01 | Iron and steel scrap |

| 19 12 02 | Ferrous metals |
| 19 12 03 | Non-ferrous metals |
| 20 01 40 | Metals |
In practice, this therefore means less red tape for businesses involved in the transport and trade of scrap metal.
Attention: The aforementioned changes to SENT notifications do not exempt operators from their other obligations under the legislation on waste transport and management, including requirements relating to permits, registration in the BDO system and the transboundary movement of waste.
What about shipments that began before 28 October?
It should be noted that consignments commenced before the new regulations came into force, and which have not yet been completed, are subject to the existing rules. This means that previous SENT declarations must be processed correctly.
